How to Lease to a VASH Voucher Holder
Steps for Owners who are Interested in the Program

1. Finding a tenant
We will work with each VA case worker to bring the right prospective tenant for your particular building. They may come to you with a Voucher in hand. The landlord does not have to be pre-approved.
2. Owner Approves tenant
Even though a family is determined eligible for the program by the D.H.A., the owner must approve the family as a suitable renter by screening the family as they would any other family.
3. Moving Packet
The VA caseworker will give the veteran tenant a moving packet
for the landlord to fill out with the tenant.
Once the moving packet is submitted to the Housing Authority office, a D.H.A. representative will contact the owner to schedule the Housing Quality Standards Inspection. The inspection is scheduled between 1 and 10 business days from the date the moving packet is received, assuming the unit is ready for inspection.

4. Once the unit passes inspection, the inspector will let the landlord know the date
the tenant can take possession (usually immediately).
It can be immediate if D.H.A. is not obligated to pay a previous landlord for the same days.
Prior to taking possession, the landlord should collect the security deposit and the tenant's first month rent portion from the tenant. The security deposit is the sole responsibility of the tenant. It should be the amount the landlord charges all tenants, assisted and unassisted.

5. The tenant has my keys, when do I get paid?
Once the inspector receives confirmation the tenant has taken possession, Housing Assistance Payment Contracts are mailed to the Landlord, if they have not been executed at the move in inspection. Once Housing Assistance Payment Contracts are executed and a copy of the signed Lease is recieved, payment will be issued. The first payment is delayed between 1 and 6 weeks, depending upon the time of the month the tenant moved in.
